Demand Letter Attestaion

All foreign employers who plan to employ Nepali nationals are advised to start the process after consultations with the licensed agencies registered under the Department of Foreign Employment of Nepal. The list of the agencies can also be accessed here: https://feo.gov.np/Recruting-Agences.aspx

These agencies can directly contact and negotiate with the overseas employer companies for recruiting manpower from Nepal. The agencies and the Department as well as the Embassy can be contacted for salary and other terms and conditions. The demand letter attestation is processed online. The following are the general steps of the attestation process:

  1. Foreign employer companies should first submit an online application to register themselves with the relevant Embassy/Consulate General/Consulate of Nepal. The link for the online registration system is https://demand.nepalconsular.gov.np/. If the companies are submitting registration application to the Embassy of Nepal in Islamabad from the countries that the Embassy is concurrently accredited to, they should also email their profile to the Embassy's email address at eonislamabad@mofa.gov.np at the same time. The Embassy will then review the company's profile and if deemed satisfied, invites the company for a virtual meeting before approving the registration.

2. When the registration of the foreign employer company is approved by the Embassy, they should submit duly attested documents in the online system, which generally consist of:

  1. Power of Attorney (document that empowers Nepali agency)
  2. Inter-Agency Agreement (agreement between the foreign employer company and its Nepali partner company)
  3. Demand Letter (mentioning job category, number, minimum salary, qualifications, working hours, overtime pay, food, accommodation, insurance, air ticket, local transportation, visa and other details)
  4. Guarantee Letter (guarantee letter addressed to the Director General, Department of Foreign Employment, Nepal stating all legal aspects of the recruitment)
  5. Employment Contract (a sample contract to be concluded between the employer and employee)
  6. Undertaking Letter: (a letter addressed to the Ambassador, expressing commitments to the terms and conditions of the employment as set out in the employment contract and demand letter)
  7. Declaration and Commitment (from Nepali partner company expressing commitment to the terms and conditions of employment as set out in the employment contract and demand letter)

The documents from number I to VI should be duly attested by the chamber of commerce/authorities and Ministry of Foreign Affairs of the country (optionally by the Embassy of the country in Islamabad) where the foreign employment company is registered.

3. The Embassy then verifies the documents, including with the embassy concerned in Islamabad.

4. If the Embassy is satisfied with the documents submitted,it shall notify the foreign employment company and the company should remit the specified amount of revenue to the account of the Embassy, and also send a set of duly attested original documents to the Embassy's address in Islamabad. The account number and revenue amount will be sent by the Embassy to the company in email. The revenue amount is also published in this Embassy's website.

5. After the revenue and original documents are received, the Embassy will approve the demand in the Foreign Employment Information Management System (FEIMS), upon which the partner company in Nepal can contact the Department of Foreign Employment for further steps.
